Is important skill, experience or judgement missing?

Ownership

Is work, responsibility or decision authority sitting in the wrong place?

Structure

Is the way work and responsibilities are organised contributing to the pressure?

These factors can overlap. The Review establishes which are driving the requirement before deciding what happens next.

Redesign if the requirement is real but the role needs to change.

Strengthen if the better answer is to develop, redistribute or support existing capability.

Pause if the evidence does not currently support committing the additional headcount cost.
